$8.7 Million Harvey Recovery Project Detailed – Just Not Where You Might Expect

The developer with plans to build rental units in Schulenburg using state disaster recovery funds presented an overview of the project to the Schulenburg City Council on Monday night, May 20.

The Texas General Land Office (GLO), which administers federal disaster relief funding for housing projects, awarded $8.7 million toward the project in Schulenburg. The money came through the GLO’s Multifamily Affordable Rental Housing Program. The agency is responsible for administering $250 million in federal grants aimed at replacing housing lost in Hurricane Harvey.

The Falcon View plan also calls for one Hurricane Harvey flood-damaged home to be rebuilt in La Grange. Yarbrough said the developers included that property with the project in order to qualify for the GLO disaster funds.

“Priority came to rehabilitations first before new construction,” Yarbrough said of the GLO funding requirements. 

By attaching the home in La Grange to the project, Yarbrough said, “it classified the whole project as a reconstruction, so it gave priority in the pecking order of how the applications came out.”

Seven other parties applied for $15 million in GLO funds that were allocated for this area following Hurricane Harvey. 

Multifamily residential projects often involve apartment complexes, but this plan calls for building a neighborhood with single-family homes owned and leased by the development company. 

“We take the multifamily dollars, and we comply with their regulations, but we do it in a single-family concept,” developer Beau Yarbrough told the Record in an interview after the meeting Monday night.
