As the fourth largest city in America, Houston has almost everything.

One thing it doesn’t have, however, is small-town charm.

That’s pretty much an impossibility in a city of more than two million people in the middle of a metro-area of more than six million.

The trail of Tommy’s older brother Eddie Tipton is set for Feb. 13

The two brothers are accused of fixing lottery games in five states.
